Since 2002, Legatt has worked with various communities to tell their story using creative and educational skill she has acquired. Slowly, these individual projects developed into a creative practice in public art.

In 2015, Legatt became a founding member of the Arts and Culture Commission in Moorhead, MN, affording her the opportunity to not only educate city officials on the history and importance of public art as a method of community empowerment but to help write the policies that would make these types of projects possible in her hometown.
​
Legatt has worked closely with city staff and fellow artists to create and facilitate such projects as sidewalk poetry (inspired by Marcus Young in St. Paul, MN), outdoor sculpture parks, creative placemaking, and reimagining of utility assets; helping to connect with local artists and community members, capitalize on opportunities, and create exciting work both for and with the public.
